You are using skill points plus gold to get a signet of capture.
You are not using attribute points plus gold for signet of capture.
Once you aquire level 20 you still gain exsperience, this exsperience is then converted to a SKILL point each time your GREEN bar gets full.
Once a skill is captured you have it as long as you have that skills profession.
I am a level 20 warrior/monk I have every elite for warrior, and half of the Monks using a Signet of Capture. I currently have 35 skill points available.

Right, re-read your quote of me. I made specific reference to unlocking everything, and to playing around with other secondaries. I added those lines to make what I was saying clear.

Heck; you could be satisfied with only the basic skills from presearing and farm with them all the time for all I know, and have 8 million experience with a total of 6 skills unlocked for all I care, but the point of my statement, if you read it fully, is that to do any serious unlocking or playing around with secondaries takes more skillpoints than you get from casual play. I should have corrected it to "most", since that's closer to the truth, but I figured that my examples gave the background needed to correctly interpret the "everyone" as "everyone who does these things"

Ok, this is off-topic to this thread, but maybe you should re-read my post as well, I've unlocked all Monk non-elites on this character, and all non-elite Warrior skills except for those hammer skills you don't get from quests(I won't be using a hammer). I have a few Elite skills from the Monk side and I believe a Warrior one or two. With all that I still have over 30 skills points available. And this is just for one character, I plan on managing each character the same way, so that each one will have sufficient skill points to unlock all of the skills for the given primary and secondary, only on Warrior will I not unlock every skill, for all others I plan on unlocking everything.
I may not have made it clear that I had all non-elite skills except for a select few unlocked on this one character, and that I plan on using other characters for the other professions, as I'm sure most players do.
